MINUTES OF THE REGULAR MEETING 05-01 OF COUNCIL FOR

THE VILLAGE OF CARMACKS HELD AT 7:30 PM ON WEDNESDAY,

JANUARY 5, 2005 IN THE MUNICIPAL COUNCIL CHAMBERS

There were two residents in the gallery.

Order:       Deputy Mayor Elaine Wyatt called the meeting to order at 7:30 PM

Agenda:    Council reviewed Agenda 05-01 for the regular meeting.

 

001/05       M/S/C Hansen/Bellmore that Agenda 05-01 be adopted.                                 

002/05        M/S/C Harris/Hansen that the minutes of regular meeting 04-23 be                   

                   adopted.

003/05        M/S/C Hansen/Bellmore to file correspondence not acted upon by                                                    resolution.

                  

Reports:     

Deputy Mayor Wyatt was hopeful that a substance abuse meeting could be scheduled for the 3rd week in January.

Deputy Mayor Wyatt asked that reference to Community hours service be located as a request from local Social worker asked if we can provide some hours for a youth in need of them.

Councillor Harris had been approached by community members who had issues regarding the garbage dump hours of operation. He asked these individuals to attend a regular council meeting, but to date none have appeared. It was suggested that a sign be posted on the outside of the locked gate showing hours and days of operation.

Recreation report presented in person by Dennis Mitchell.

The signs ordered for the Recreation centre were highly recommended as a general advisement to all patrons using the Recreation Centre facilities to use at their own risk. Concern over the boards and metal beams bordering the outdoor skating rink were discussed. This will be set aside for a working meeting in the future.

Dennis announced to council that there is a potential for 2 coaches from the Vancouver Canucks to attend Carmacks either at the end of this year, beginning of next year for a workshop.

The curling rink ice is ready for use and has been completed earlier than usual.

004/05 M/S/C Bellmore/Hansen to adopt the reports as presented.

ACCOUNTS PAYABLE:

Council reviewed the accounts payable listing.

Lorraine advised council that Cheque # 15171 had been released today.

005/05 M/S/C Harris/Hansen that December 22, 2004 and January 5, 20052 payroll of $ 27713.68 and accounts paid of $ 130787.57 (cheques numbered 15161-15197) and accounts payable of $ 24381.85 ( cheques numbered 15198-15228 ) be accepted.

     

BYLAWS:

006/05            M/S/C Hansen/Harris that Bylaw 135-05, Official Community Plan given first reading.

007/05            M/S/C Harris/Hansen that Bylaw 136-05, Zoning Bylaw be given first reading.

008/05            M/S/C Bellmore/Harris that Bylaw 137-05, WWTP Property Acquisition Bylaw be given first reading-

009/05            M/S/C Hansen/Bellmore that Bylaw 137-05, WWTP Property Acquisition Bylaw be given second reading.

NEW AND UNFINISHED BUSINESS – NONE

QUESTION PERIOD:

010/05 M/S/C Bellmore/Hansen to allow public participation.

Dennis Mitchell asked what kind of deal did the Village of Carmacks Mayor and Council strike with Minister of Education regarding the attachment of Yukon College onto the newly proposed school? Deputy Mayor Wyatt clarified that no deal has been struck. When Minister Edzerza visited Carmacks he merely announced what his plans were regarding the above mentioned question.
